[Bitkeeper-users] Changing License

Hi,    
I recently created a new BitKeeper repository, but I used the wrong license file when using the setuptool (we seem to have at least one old license around). I'd like to change the license on the repository, but I have had no success. I have tried modifying BitKeeper/etc/config in the root to the new license keys, but I am still unable to commit. What is the proper procedure for changing the license?
